Working on the OODA Loop

I knew there was an OODA Loop at Maxwell Air Force Base, named in honor of the late Colonel John Boyd, about whom I wrote my King's College dissertation. (Now a small book titled A Vision So Noble.) But I've never been to Maxwell, so I've never seen the street sign until today, when some kind soul posted it on the internet. He asks the question: Who works on OODA Loop?
