Thirty-three years ago today, the impossible happened: the Supreme Soviet of the Ukrainian Soviet Socialist Republic voted 321-2 that Ukraine was independent of rule from Moscow, pending a national plebiscite. The declaration of independence was confirmed by more than 90 percent of Ukrainian voters. And that led in a few weeks to the dissolution of the Soviet Union and the end of the Cold War, hailed at the time as "the end of history." History, of course, always has the last word. Ukraine is again fighting for its life against the latest in a long line of Russian dictators, variously called Tsar, Chairman, or President-for-life.
